The problem with that is that identification can just as easily be fabricated. There is no perfect solution to this, and I believe we will go along way to ensuring well behaved animals, service or not, if the owners of businesses understand that it is possible for them to ask the owner of a service animal to leave if that animal is missed behaving in anyway. That is, if the owner is not taking steps to ensure the behavior of of the service animal.
