I wrote an informal email to someone on staff at ODS, and she turned it 
into an official thinggy...
They are back peddling, and stating that I did not read the rules right 
and all that junk... but here is what I found very very interesting!

I stated "Do we know why the university is creating their own policies 
when it comes to service animals and ESA's? Doesn't the Fair housing act 
(FHA)
and the ADA cover universities and university housing as well as general 
public?"

Here is their response:
You are right, the ADA and FHA cover the animals, but the university
is within its rights to create documents that outline the rights and 
responsibilities of both parties, that way the boundaries are very 
clear.  Additionally,
we did receive legal guidance from a specialist in the creation of all 
documents utilized.


Clear boundaries? there is nothing clear about some of the sections of 
those rules.
it actually makes them very murky.
Anyway, I just thought it was interesting.
I received the document again from the Office of disability services, 
and them not so politely asking me to sign it...
I have no plans to until this is sorted out.
