Marion,
The only other thing I can see that is wrong with the document is there 
are several places where it says "requesting for approval" to have a 
service animal in housing spaces.
but no one in the university seems to know whast the requirements or 
process to request approval is.
That is the other reason I am finding this document so shady. The people 
who are supposed to know about it, have no clue that it even exists.

Anyway, that just throws up a red flag in my opinion...
