The only thing I can you say after a cursory review of this document is that service dogs and guide dogs are treated differently in the Americans With Disabilities Act. The only ADA approved service animals are guy dogs and guide horses or service dogs and service horses depending upon which one you read.  

So what ever idiot offered this amendment is doing so on the 25th anniversary year of the enactment of the Americans With Disabilities Act.
