They said that would not be a problem, since the guide dog would not count as a pet. So, sometimes you get someone who is more knowledgeable of the laws.

<p class="MsoNormal">First of all, Angel, are you saying that you are completely OK with someone trampling all over your rights, merely because you choose to use a guide dog? A guide dog is not a pet, and should not be treated as such. Pets are a completely
different class of animal that are treated in different ways, simply for the pleasure of the owner. <o:p></o:p></p>

<p class="MsoNormal">Next, the law backs us up here. Under the Fair Housing Act, the service or assistance animal is to be treated, by the landlord or owner of the complex, as a piece of medical equipment. Now, we all know that our dogs are much more than that,
but that is how the law portrays them, so that they can be fully understood by the majority of people that might not know. This means that your guide dog cannot be counted against the number of animals you are allowed in a given dwelling. No one is skirting
the rules, we are following the law. <o:p></o:p></p>

<p class="MsoNormal">In order to resolve this complaint, it is not, as was said earlier, advisable to contact the ACLU. Your best bet is to do one of three things.<o:p></o:p></p>

<p class="MsoNormal">2. Contact an Office for Civil Rights (OCR).<o:p></o:p></p>

you had a situation where they were indicating that your guide dog is too big and violates the pet policy, or that they wouldn’t allow him there at all, then you would definitely have a valid complaint moving forward. However, I’m not knowledgeable enough
about the laws to know if Gipper simply cannot be counted as an animal who lives there so that your pet count stays within the limits. Having a quick conversation with a lawyer should be adequate enough to let you know whether you have solid ground to move
ahead.</span><o:p></o:p></p>
