I am a puppy raiser, not a trainer. Stories like the one described are especially heartbreaking and for me. As a puppy raiser, I have spent hundreds of hours, sleepless nights and thousands of dollars on expenses while raising these pups. This is done without any compensation. I have also spent many hours fundraising at events to support my school. Raising a puppy is very difficult and requires dedication and a commitment to the goal of raising a dog to be matched with a blind handler. Often, my only motivation to keep on doing it was watching graduation videos on YouTube. We go into raising knowing that the puppy is not ours and can be taken away from us if we don’t fulfill our obligations to the school. We know at the end of 18 months, we will give the dog back to the school knowing that we may never see the dog again. We all shed many tears and experience terrible loneliness because the dog that we loved so deeply and was by our side 24/7 has left our side. The school’s mission is to provide a dog free of charge to a blind or visually impaired person so that they can achieve a level of independence that could not otherwise have. The raisers and donor’s to the schools do not get anything except the satisfaction of knowing that they are helping make a difference in someone else’s life. Everyone involved knows that the school will have some type of follow up to assure that the match is going well and the handler and dog are doing well. When the handler receives their dog, the expectation is that the school’s guidelines for the care of the dog will be met. These guidelines have been established based on veterinary guidelines and the experience of the schools. When the handlers get the dog free of charge, they agree to this. We don’t know all of the details of this story, we only see the heartbreak and anger of the woman. I don’t think that we should assume anything from either side or “try” this case as judge and jury based on limited facts. Perhaps as was said in another person's comment that if a person wants to have full ownership of a fully trained dog, they could purchase a dog that was privately trained.

On Wed, Mar 10, 2021 at 1:59 PM Angels Desk via OAGDU <oagdu@nfbnet.org> wrote:

The idea a Dog Guide must not carry more than five pounds over a weight limit without being deprived of its handler seems rather ridiculous to me. I don’t own a Dog Guide now; though I have been a Dog Guide handler in the past. Why can’t a person seeking to own his dog outright, find a school which allows this to happen Following training? I am wondering, also: Is it possible to pay for your dog guides training yourself? With the condition the guide dog would be owned by its handler? Thus avoiding the ownership question altogether. I would be willing, to purchase my own guide, myself. If that were an option. Accepting charity always exacts a price upon those accepting the charity. Usually, the cost involves some sort of humiliation.
