Job Duties: 

 

Under the authority of the Commission for Rehabilitation Services, the Administrator functions as chief operating officer for the Agency; exercising the skills and knowledge of management, fiscal accounting, and rehabilitation services, administers and manages multi-geographic jurisdictions and multi-faceted human services programs; makes high level management and administrative decisions regarding the allocation of state/federal funds, compliance with applicable state/federal laws and regulations, human resource accountability and the overall efficiency of consumer/claimant services; reviews monthly, quarterly, and annual expenditure reports; analyzes statistical data based on established performance standards; promotes consumer representation on appropriate agency committees.

 

Formulates and directs Agency policy; develops Agency budget generated from state revenues and multi-funding sources from federal agencies as well as special contractual and grant sources; represents Agency at budgetary hearings congressional committees and legislative review sessions.  

 

Ensures the implementation of RSC philosophy as it relates to consumer choice.  Presents testimony and negotiates Agency policy with advocacy organizations, legislative investigatory committees, community action groups and organized labor associations.  Directs allocation of community resources and private grants within established criteria; assesses the quality of service delivery, the needs of populations affected and financial accountability and effectiveness of the rehabilitation facilities and treatment programs involved.

 

Represents the Commission and acts as liaison with public officials, national organizations, federal and state agencies, and advocacy groups.  May be a member of and serve on advisory agencies or boards of professional organizations related to the Commission's mission.  Represents the Commission to the public, makes speeches, acts as liaison for vocational rehabilitation and disability insurance programs on a state, regional, or national levels. Oversees and facilitates inter-agency programs and functions. 

 

Minimum Qualifications: 

 

Preferred Qualifications

 

Educational requirements: at least a master's degree in the field of vocational rehabilitation, or related discipline in the social services.

 

Professional experience: at least 5 years of managerial experience in an organization of at least 50 employees with a 3 million dollar annual budget that delivers vocational rehabilitation services, under the auspices, or related to the State-Federal Vocational Rehabilitation program. -Or equivalent of Minimum Class Qualifications for Employment noted above.
