At the Guide dog users meeting we had at the state convention, we discussed
becoming a division, so I'm also not sure what the necessity is  for another
guide dog users group.

I am not a dog user, but I have to ask the question: why do you and Deborah
want to start something outside the organization? What you are doing is not
unique to your school. We have a committee in Ohio that could turn into a
division with some work.
