[Ohio-talk] drawings in the nfb

I participate in online raffle drawings very often. On several
occasions, when the tickets sale amount is not equal or above the
amount of the raffle prize, the drawing still takes place, and the
winner is rewarded with the 50% of the tickets sale amount.
