 Hello Suzanne,
I found this two systems to be similar in format.
I gather that the person would cast their vote via telephone at a polling location although I believe there is also a program where someone comes to the home to facilitate the voting.
The system used in Vermont is very straight-forward.
The one with the Fax would necessitate that the person be near a fax machine to get their ballot for review.
I gather this is in lieu of the Voting Machines we currently use.
I would have questions about who monitors this system if it is done at the person's home.
I think the system might be confusing for some people who are not as comfortable with pushbutton phones.
It is simple to use though.
