[Ohio-talk] OOD and braille instruction

I think that this shows that OOD is not measuring up to  its purpose of
helping blind people to become independent.

OOD stands for Opportunities for Ohioans With Disabilities. It used to be
Bureau of Services for the Visually Impaired or BSVI. I apologize for using
just the letters.
