In the January 2017 Monitor Miniatures, there is an item about booking rides with Uber and Lyft without a smartphone.  The service is called gogograndparent.  The name implies that this service is just for seniors, but I called the operator, and she said that there is no age requirement.

The price is a little more, compared to a smartphone booking because your ride is requested through an operator, who does the dispatching work for you. All in all, the cost difference seems to be nominal.
