NATIONAL, HILL AND DC NEWS:

The big news is that on Monday, August 12th, the U.S. Department of Education welcomed a new commissioner to the Rehabilitation Services Administration. Mark Allan Schultz, most recently a deputy commissioner at the Nebraska Department of Education, will lead RSA. We welcome Mark to the helm of RSA and are very heartened by his opening remarks especially concerning improving employment outcomes and providing flexibility for state agencies. Mark said. “In order for states to be innovative and creative as they seek to improve employment outcomes for individuals with disabilities, RSA will continue to support states in the work they are leading, provide flexibility within the constructs of the law, and partner with all those who have a stake in improving employment outcomes and raising expectations for individuals with disabilities.”

We welcome Mark to RSA and look forward to working with him. Also, thanks to Carol Dobak for her leadership while the Commissioner chair was vacant. We are very excited about things to come.

Since both houses of congress are on recess, there is not much news. Again, the members are back in their states and districts so now is a good time to connect with them.

NET UPDATE:

AFB – Employment Summit - Dallas: Kathy has been working with the American Foundation for the Blind as the plan and host Employment Summits in various locations around the country. The first was held in New York and included the VR team from the agency for the blind. The next Summit will be held in
Dallas in October followed by events in California, particularly the Silicon Valley area, Washington, D.C./ Virginia, Seattle and Chicago. The new National Employment & Business Relations Specialist for HKNC has also been involved in the Summit and is collaborating with the team. Kathy will be reaching out to the VR agencies (Directors and the NET connections) as the Summit dates and business sponsors are identified.

VACOR: The Veterans Advisory Committee on Rehabilitation met this week in D.C. This was Kathy’s last meeting as the Chair of the committee but she has been asked by the V.A. Secretary to remain on the committee for another three year term. As we all know, it is important to have the voice of the public VR program represented as well as the VR&E team. Jerry Elliott is on the committee as an Ex-Officio member, representing RSA. Bill Metheny, is the Ex-Officio for the DOL – Vets. There are members from across the country who are Veterans, who serve Veterans in a variety of capacities as well as family members.

Kathy has also connected Rob Hines (CSAVR Veterans Committee Chair) to the new VR&E Director, William Streitberger. Director Streitberger has been invited to participate on the CSAVR call focused on VR services to Veterans which will take place on September 19th from 3-4:30p Eastern time, to discuss best practices for jointly (VR/VR&E) serving veterans with disabilities.  The call-in information is listed in the next section of the weekly.

As you know, there are a number of core issues that are common between the public VR program, the V.A. and VR&E which include joint cases, staff training, working with business, IL services and rebranding the program. Kathy and I have extended an invitation to Director Streitberger to join us at our Spring meeting in April 2020 to learn more about the VR&E initiatives and look for opportunities to collaborate. Services to Veterans was a key part of the legislation that authorized the VR program in the U.S. We look forward to jointly celebrating the 100-year anniversary of the Vocational Rehabilitation program in the United States with our partners at VR&E.

National State Administrators for the Deaf and Hard of Hearing:  Kathy and I had the pleasure this past week to sit on panel at the NSADHH meeting at Gallaudet University here in Washington DC.  The discussion centered on Education and Employment Outcomes.  Other panelists included Carol Dobak of RSA and representatives from the National Council on Disability and the National Deaf Center on Post-Secondary Outcomes.

VETERANS SERVICES DIALOGUE:

We encourage you or a representative of your agency to join us for a conversation about best practices in serving veterans with disabilities in career planning and employment. Rob Hines, WA-G Director, on behalf of CSAVR’s Veterans Committee, is requesting SVRAs share best practices for jointly (VA and SVRAs) serving veterans with disabilities. What things are working well, and/or what challenges exist in this collaborative space? Do any SVRAs have MOUs with local VA facilities that they would find helpful to share? When WA General VR receives responses to this request, individuals may be asked, in advance, if they are willing to share what their states are doing while on the quarterly Veterans Committee call on September 19th. CSAVR FALL CONFERENCE:

The draft Agenda for the CSAVR 2019 Fall Conference in Jacksonville, Florida has been posted to the CSAVR website. While it is not yet complete, it should provide the information you need to submit your travel requests. We will continue to make updates as additional information we are awaiting becomes available. RSA NEWS:

RSA issued the following request last weekend. They are seeking input about the TA process as they go about deciding what comes next. The deadline for input is August 30th. Please do not miss this opportunity to give RSA your input and ideas especially ways to improve upon the current system and any topic areas you feel would benefit your agency especially areas that are not covered by any of the current TA centers.

We at CSAVR have appreciated the good work that all the TA centers have done and sometimes it seems their response time has been delayed due to the need to run everything by and through RSA. If you have suggestions for improving that response time, please especially share them with RSA.

Dear State VR agency personnel,

RSA is in the process of preparing priorities for the next cycle of discretionary grants that provide technical assistance to State vocational rehabilitation agencies. We would like your input on your experiences during the current cycle of technical assistance centers and your technical assistance needs moving forward.  Any information you are able to provide would be appreciated. Please email your input to TACenterInput at ED.gov<mailto:TACenterInput at ED.gov> by August 30, 2019.


1)    Is there anything about the intensive, targeted, and universal technical assistance approach that worked effectively (e.g., topics addressed, time established for receiving intensive technical assistance, etc.)?


2)    Is there anything about the intensive, targeted, and universal technical assistance approach that did not work effectively (e.g., topics that could not be addressed, undue burden placed on State VR agencies, etc.)?

3)    Should RSA continue fund technical assistance centers to provide intensive, targeted, and universal approach to providing TA?

This past week RSA also issued  a reminder concerning the Case Service Report (RSA-911) Program Year (PY) 2018 fourth quarter files are due by August 15, 2019. RSA will use the data reported in these files to calculate information in the PY 2018 WIOA Annual Performance Reports.

  *   The State must notify the U.S. Departments of Labor or Education as soon as possible, but no later than 30 days prior to the established deadline for submission, of a potential impact on the State’s ability to submit its State annual performance report. Requests for extensions for PY 2018 must be received by September 3, 2019.
  *   In circumstances where unexpected events occur less than 30 days before the established deadline for submission of the State annual performance reports, the U.S. Departments of Labor and Education will review requests for extending the reporting deadline.

NEW RESOURCE:
We have a NEW resource: Orientation Packet for New Vocational Rehabilitation Professionals Working in Blindness. This orientation packet for vocational rehabilitation (VR) professionals will familiarize you with the blindness field and NRTC products and online courses. Along with providing an intensive list of resources, the guide presents misperceptions about blindness and appropriate blindness etiquette. While geared towards new VR professionals working with blind and visually impaired consumers, the guide's content will be useful to all people new to the field and VR professionals who occasionally work with this population. The Employment and Training Administration (ETA) will be developing eLearning tools to support the professional development needs of the workforce development staff across the country. To realize this goal, ETA is seeking 20-30 volunteers from a mix of WIOA programs, partners, and states to join a task force to help shape the development of online training tools to support nearly 2,400 American Job Centers. These eLearning tools will be posted on the Disability and Employment WorkforceGPS site.
