[2019 VR Provider]

Opportunities for Ohioans with Disabilities (OOD) is providing these updates in regards to the proposed VR Fee Schedule changes that are expected to take effect October 1, 2019.

  1.  Provider Management Program (PMP) - ACTIONS NEEDED

OOD and DODD are working together to update the system to include the new service options.  This update is expected to be available to Providers on September 20TH.  OOD requests providers make any necessary updates as soon as possible so OOD can approve changes prior to October 1ST.  When adding the credentialed rate Providers may upload their certificates/credentials into PMP or email them to crpvendor at ood.ohio.gov<mailto:crpvendor at ood.ohio.gov> to document the credentialed rates.  Providers who are ACVREP certified will also need to upload a copy of your current liability insurance.

1.      Activities Daily Living Training (Non-Credential)
2.      Activities Daily Living Training (Credential)
3.      Counseling on Post-Secondary Options
4.      Instruction In Self-Advocacy
5.      Job Exploration Counseling
6.      Work Based Learning
7.      Workplace Readiness Training
8.      Rehabilitation Technology (Non-Credential)
9.      Rehabilitation Technology (Credential)

NOTE: Providers who offered Activities of Daily Living (ADL) and/or Rehabilitation Technology under the current Fee Schedule were defaulted to the Non-credentialed rate in the update.  You only need to update PMP if you are adding the Credentialed rate.

SERVICE CODES REMOVED

  1.  Low Vision Services (Included as a subset of Rehabilitation Technology)
  2.  Pre-Employment Transition Services (Now listed as each specific type, i.e. Counseling on Post-Secondary Options, etc.)

2.      Pre-Employment Transition Services (PRE-ETS)

The proposed VR Fee Schedule moves Pre-ETS (Counseling on Post-Secondary Options, Instruction In Self-Advocacy, Job Exploration Counseling, Work Based Learning, and Workplace Readiness Training) from a contract basis to defined services and rates in the VR Fee Schedule.  With the proposed changes, all Providers may request to add these services to their offerings once they have attended a mandatory training on Tuesday, September 24, 2019 from 9:00 AM - 12:00 PM at OOD's Central Office, 150 East Campus view Boulevard, 3RD Floor, David Williams Conference Room, Columbus, OH, and have submitted a curriculum to OOD to be reviewed and approved.  OOD will share more information with Providers at the meeting on September 24TH, until then Providers should not begin to market Pre-ETS or plan on accepting referrals from schools and/or VR Staff.  Session is limited to 100 people, providers may send up to two representatives from their organization to attend, registration link below.  OOD will regularly hold this training for potential new Providers. NOTE: GTM is just for registration, this training is in-person, and it will not be broadcast via the internet.

Providers who have been previously been providing Pre-ETS have already completed this step and do not need to attend the training on September 24TH and/or submit the curriculum.

Providers will need to add Pre-ETS to their PMP profiles after September 20TH.  OOD asks that Providers do that as soon as possible to give OOD time to review and approve applications.

3.      JAWS Scripting

OOD has removed JAWS scripting from the definition of Rehabilitation Technology from VR Fee Schedule.  However, for the purpose of Provider SEARCH it will still be listed as Rehabilitation Technology (RT) and Providers may include a description of their service and rates on their VR Addendum.  The rate must be inclusive of the cost of the service.  OOD will not authorize a separate Service Area Modifier (SAM) and/or mileage as part of the service.  Providers may establish service delivery Zones that list specific counties as part of their Addendum.  Providers may upload the Addendum (SEE BELOW - BOTTOM OF MESSAGE) form to PMP or mail email to crpvendor at ood.ohio.gov<mailto:crpvendor at ood.ohio.gov>.

4.      Provider Acknowledgement Forms (PAF)

Upon approval of the new VR Fee Schedule all VR Providers will need to sign a new Provider Acknowledgement Form indicating that they have reviewed the new VR Fee Schedule and agree to abide by the VR Fee Schedule and VR Provider Manual and return it to OOD by October 16TH.  If the form is not returned by October 16TH OOD will not issue any new authorizations to Providers until the signed form is received. OOD will send out a reminder and a copy of the PAF form upon final approval of the VR Fee Schedule.

5.      VR Forms

OOD is finalizing updates to the VR Report Forms and expects to have them published on the website shortly.  There will not be significant changes to most forms with exception to the On-The-Job-Supports which was changed to accommodate some of the changes in service definitions.  OOD will; send out an announcement via the Granicus distribution list once they are posted.  Please be aware that OOD has been asked to discuss with VR Staff and Providers more significant changes but potential changes will not be in effect until later in first quarter FFY20.

OOD has scheduled GoToMeeting sessions on September 20TH at 9:00, 10:30, and 1:30 to review changes with Providers.  Captioning will be provided at the 9:00 AM session.

Programs provided by the Opportunities for Ohioans with Disabilities are funded, in whole or in part, with federal grants awarded by the U.S. Department of Education (DOE) or the U.S. Department of Health and Human Services (HHS). For purposes of the Vocational Rehabilitation (VR) Program, including Pre-Employment Transition Services (Pre-ETS), OOD received 78.7% of its funding through the DOE VR grant. In Federal fiscal year (FFY) 2018, OOD received $100,336,097 in federal funds. Funds appropriated by the State covered 21.3 % of the total costs, or $27,155,767. Of these federal funds, $15,050,415 is set aside for Pre-ETS. For purposes of the Supported Employment Program, the DOE VR grant funded 100% of the costs for the Supported Employment for Youth with a Disability Program. In FFY 2018, OOD received $303,725. The grant also funded 95% of the Supported Employment Program (non-Youth). In FFY 2018, OOD received $303,725 and the State appropriated funds paid the remaining 5% or $33,747 of the total costs. For purposes of the Independent Living Services for Older Individuals Who are Blind (OIB) Program, the federal grant received from DOE in FFY 2018 paid 90% of the total costs incurred under the program. In FFY 2018, OOD received $1,174,400 in federal grant funds. Funds appropriated by the State paid 10% or $130,489 of the total costs incurred under the OIB program. For purposes of the Independent Living (IL) Program, the federal grant received from HHS paid 90% of the total costs incurred in FFY 2018. In FFY 2018, OOD received funding of $632,411. Funds appropriated by the State paid 10% or $70,268 of the total costs incurred under the IL Program.
