You had to listen to it in full in both English and Spanish before you can vote. I experienced the same issue 3 weeks ago and the BOE told me it was an issue with the software.

I had a great experience voting today. Everybody seemed right on task knowing all about the audio ballot. They walked me to a machine and already had headphones. I knew how to take it from there. Unfortunately, the first machine I went to would not Suck in the ballot. So I had to move to another machine. This was a broken machine issue, not an accessibility issue. I had already read about issue one, so I did skip through the language and got right to the choices. So, I did not notice the issue that You others have encountered, but yes, they need to get that fixed.
Hopefully everybody else has gotten out to vote today. Or, got to vote early.

I have just finished filling out the post voting questionnaire. If you have voted, please take the time to record your experience. Today you can call 877-632-1940. A nice man will read you the questions and write down your answers. This is the same number you call if you are having trouble of any kind voting. If you decide to fill out the questionnaire by phone using an artificial voice, call tomorrow. The number to call is 833-632-7878. I had my usual easy time till I got to Issue 1. There was no explanation about how to skip the ballot language. It turns out that the down arrow does not just move you to the next voting choice in that voting question, it also skips you through the ballot language text. You have to hit the down arrow 12 times to get to the yes or no choice. I was afraid to experiment with the right arrow and down arrow because, if you pick the wrong one, you jump to the top of the description. I decided to be conservative and listen to all the gobbelty gook. This was a bad decision. It takes more than five minutes to listen to it all. The machine times out after five minutes. It then erases your entire ballot and puts you at the top of the entire process. Don’t do it. I tried to convince them that I ought to be able to vote twice since I filled out the ballot twice. They didn’t buy the argument.
