Dear Rep, Landsman:
Thank you for taking the time to visit us on Saturday June 7 at our meeting
of the Cincinnati Chapter of the National Federation of the Blind of Ohio.
We greatly appreciate your time and dedication to our national legislative
priorities.
WE are very concerned about a recent announcement (issued on October 11) of
a serious reduction in force at the Department of Education that would
essentially eliminate the Office of Special Education and Rehabilitative
Services (OSERS) as of December 8.
This action could devastate some of the very programs vital to ensuring that
Blind people (as well as those with other disabilities) are educated and
employed at the level of their sighted peers. It would also significantly
reduce staffing in the Office of Civil Rights, which serves that special
education students receive free and appropriate public education under
special education law. Other services impacted include business enterprise
programs under the Randolph Sheppard Act and Vocational Rehabilitation
services, which provide business opportunities and crucial employment
supports to allow Blind people to receive the training, technology, and
skills necessary to become self-sufficient and maintain employment.
Rehabilitation and training of Blind adults aged 55 and older would be
eliminated, potentially leading to many blind adults being placed in nursing
homes unnecessarily instead of receiving the training they need to stay
independent.
WE are asking you to work with other Ohio legislatures in the U.S. House and
Senate to maintain staffing at this vital agency and stop the threat to the
education and employment of Blind people in Greater Cincinnati and
nationwide. Attached, please find a fact sheet published last week by the
National Federation of the Blind regarding the reduction in force and its
impact on the Blind community. We wish you all the best and look forward to
continuing to work with you.
