We need your help! There is an upcoming markup of the Restoration of Employment Choice for Adults with Disabilities. This legislation aims to support the continuation of the 14(c) program under the Fair Labor Standards Act. The House Education and the Workforce committee will be marking up this bill this Thursday, May 21.

The bill would weaken existing workforce protections for young adults with disabilities by lowering the eligibility age for subminimum wage employment from 24 to 18. Under Section 511 of the Rehabilitation Act, young people with disabilities currently receive transition services, vocational rehabilitation support, and career counseling intended to help them pursue competitive integrated employment before entering segregated work settings where they may be paid below minimum wage.
Seventeen states have already eliminated subminimum wage practices entirely. Here in Ohio, HB 225 has been introduced to phase out subminimum wage employment and strengthen the state’s commitment to competitive integrated employment. HB 225 has strong bipartisan momentum and is expected to move through committee and to the full House for a vote.
This federal legislation would move Ohio in the opposite direction by undermining efforts to expand meaningful, integrated employment opportunities for people with disabilities. Supporting competitive integrated employment strengthens workers, local businesses, and the broader economy across Ohio and within your Congressional District.
