Matt,

Thank you for this email. I look forward to meeting our new prospective
members at our next meeting. Please note that I have not spoken to her
about this at all (she is currently in Louisiana, and I am in California).
I write this email solely as a founding member of the Capital Chapter of
the National Federation of the Blind of Pennsylvania and as a member of the
National Federation of the Blind for more than a dozen years.

As you know, our Chapter must vote on membership applications from
prospective members. In fact, you alerted our entire Chapter to this
requirement in the email that you forwarded to the Capital Chapter listserv
on March 12; I quote from the minutes of the “Membership Services for PA”
meeting of March 7, 2019: “Denice Brown discussed the New Member ceremony that
should begin.  In your ceremony new members should get voted in by the
members.  The NFB Pledge and the One Minute Message should be recited.
National has new cards with the Pledge on one side in print and braille,
with the One Minute Message on the other side in print and braille.”

It seems pretty clear that, as much as we would love to do so, we cannot
make either Stanley or Michael members of our Chapter without voting upon
their membership applications at a Chapter meeting. Additionally, pursuant
to Article Nine of our Chapter’s constitution, dues must be paid in order
for membership to become effective.

Thus, in accordance with NFB membership procedures, I look forward to
voting on Stanley's and Michael's applications for membership into our
Chapter and, if approved (which I certainly hope they are) and after they
pay their membership dues, I look forward to our Chapter president, Anna
Walker, leading us in the membership ceremony which we have adopted
throughout the National Federation of the Blind.

Again, Matt, thank you for bringing to our attention the applications for
membership of Stanley and Michael. I'm sure that we are all looking forward
to getting to know them and helping them get to know us.
