[Perform-talk] Copyright Question

Dear All,
If anyone can answer this question and give me an authoritative resource for the answer, I would greatly appreciate that. I heard that one can use up to 30 seconds of a copyrighted recording without having to pay royalties, e.g., using a song in a commercial. Is this true or not? I have recorded a 45-minute spoken word recording and would like to use a Leo Kottke song for the segment breaks. Any information is greatly appreciated!

Fraternally yours,
Marionh Gwizdala
