[Perform-Talk] accessible for captions on web sites

I actually did this a couple weeks ago when I was trying to set up an
account with Discord. So far, it hasn't worked as advertised, despite
multiple attempts.
I plan to give up and get a sighted person to assist. *sigh*
Takeaway as far as I am concerned: This could work, it might not. Your
mileage may vary.
