Summary

The Department of Human Services (DHS) Division 
of Services for the Blind (DSB) Teacher for the 
Blind is responsible for teaching independent 
living skills and leisure time activities to 
blind and/or visually-impaired children and 
adults. This position is governed by state and 
federal laws and agency/institution policy.

Typical Functions

Teaches blind and visually-impaired clients to 
organize and identify household items and utilize 
aids or adaptive techniques in performing 
home-making activities, such as cooking, 
cleaning, and sewing. Instructs clients in the 
use of systematic grooming and hygiene 
techniques, such as applying make up, 
coordinating clothing, shaving, and other 
personal functions. Teaches communication skills, 
such as typing, beginning Braille, and use of the 
tape recorder, abacus, talking calculator, large 
print materials, and Braille or talking watches. 
Counsels clients with regard to coping with and 
adjusting to blindness and provides client with 
information and assistance in using community 
resources, such as church and civic 
organizations, and social and transportation 
services. Conducts intake interview to assess 
rehabilitation needs and eligibility for 
services. Contacts medical professionals, other 
public and private agencies, civic groups and 
others to obtain referrals of new clients and to 
enlist cooperation in providing services. Writes 
narrative reports and maintains case records 
pertaining to client services. Analyzes high 
technology/sensory aids needs of clients matching 
client skills to appropriate equipment and 
installs or assists in the installation of 
equipment and follows-up on client instruction in 
use of equipment as necessary. Researches 
information regarding new sensory aid technology 
and advises clients and other agency personnel 
regarding equipment capabilities, limitations and 
availability. Performs other duties as assigned.

Knowledge, Abilities, and Skills

Knowledge of rehabilitation training techniques 
for the blind/visually impaired. Knowledge of 
aids, appliances, or equipment used to enhance 
the functioning of the blind/visually impaired. 
Knowledge of agency and community referral 
sources. Knowledge of state and federal benefit 
eligibility requirements. Ability to teach 
independent living skills. Ability to interview 
and obtain and provide information. Ability to 
devise or modify independent living techniques or 
devices to meet individual needs. Ability to 
prepare reports and maintain case records.

Minimum Education and/or Experience

The formal education equivalent of a bachelor's 
degree in social work, psychology, rehabilitation 
counseling, education or a related field; plus 
three years of experience in case management, 
counseling or a related area. Association of 
Education and Rehabilitation of the Blind and 
Visually Impaired certification as a 
rehabilitation teacher. Additional requirements 
determined by the agency for recruiting purposes 
require review and approval by the Office of 
Personnel Management. OTHER JOB RELATED EDUCATION 
AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR 
PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR 
CERTIFICATION OR LICENSURE REQUIREMENTS, UPON 
APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Preferred Qualifications

PREFER CERTIFIED REHABILITATION TEACHER. BASIC 
COMPUTER SKILLS REQUIRED. PREFER EXPEREINCE IN 
TECHNOLOGY AND RESOURCES FOR BLIND PERSON. MUST 
BE CERTIFIED AS A REHABILITATION TEACHER BY THE 
ASSOCIATION FOR THE EDUCATION OF THE BLIND AND 
VISUALLY IMPAIRED OR ITS SUCCESSOR 
ORGANIZATION-ACADEMY FOR CERTIFICATION OF VISION 
REHABILITATION AND EDUCATION PROFESSIONALS.
