[Pibe-division] grade 2 only for state Braille testing?

In Louisiana, a child may have a testing accommodation of tests read aloud, except for the reading comprehension. When it comes to reading comprehension, the child must read that section of the test. A number of students are tested individually, which means that the student can read the test out loud but again someone cannot read that part to them.
