[Pibe-division] [AERNet] percent of braille users by state

Every year, school districts that use federal quota funds to get materials from APH must register every student that is blind or visually impaired to use/get the funds and also indicate what medium they use to read: Braille, print, auditory, non reader .  All students who qualify as visually impaired either by functional definition (CVI for example) or meets criteria (the 20/200 etc.) need to be registered.   Many of the students on our "lists" have significant multiple impairments and are non readers.

While at the Braille Summit in June of 2013 there was a lot of discussion there isn't really good data in this area. APH could collect that information in the survey but i don't think they do. (at least they don't) Not everyone does the braille challenge.(many don't)  States many times do not record that information in its special education reporting.(i didn't want to say they all don't because i don't know what all states do) Also most reporting will only be available for the children reading braille.
