[Pibe-division] Question about APH quota funds

That doesn't make any difference about federal quota funds.  The
school is responsible for getting the materials the student needs.
That is required by the IEP but federal quota funds cannot be used
unless a student's name is on the list that is sent to APH each year.
If the school is saying they can't provide those materials because
federal quota funds are not available, that is totally different. The
school is responsible to provide anything needed to meet the goals on
the IEP. Federal quota funds aren't that much money per student.
