Any college is fine. In state is cheaper. 
You do not have to major in special education if your in state college does not offer it.   I am also going to be a teacher for blind students.  My college that i am going to transfer to is called georgia state because in May i will be done with my general freshman classes.  I live in Georgia and i am currently attending a community college near my home. I already took a tour of Georgia state and I talk with the education department director and i will be attending Georgia state in the fall.  I am going to major in early childhood which is grade k to 5 
It is different from birth to 5 years old. 
I am going to miner in special education 
So early childhood from grade k to 5 is a good major and general elementary teaching are good majors for undergrad 
You would then apply to a grad school that offers a TBS degree. 
Some good grad schools for TBS are Louisiana Tech, Northern Illinois University, and Vanderville.
