Wow!
As an excellent traveler I can say that such obstructions in the right
of way are pretty annoying, to me, and can be injurious. This doesn't
appeared to need to be centered around blindness specifically. Yes,
with additional travel aids the person could probably avoid this
problem, but if the obstruction is blocking the right of way, and can
cause damage-the owner should take care of it. No different than home
owner, or business owner taking care of ice in the winter, or wet floors
inside. Don't come down on the guy for sticking up for his rights. If
every situation makes you cringe to support your own rights, you
probably should rethink why that may be. If someone gets injured due to
another person's negligence it doesn't reflect on a class of people with
disabilities to speak up as they should. If this guy can't raise heck
about silent obstruction on the right of way, please quit complaining
about quite cars that run folks down too! I see double standards in the
blindness community so often that it just is amazing. One group pushes
for bumps on train track edges to ensure tactile discerning of the edge,
to avoid getting in the way of a train, and another feels they are not
needed! You can't worry about everyone's attitude all the time-stand up
for yourselves now and then, and quit downing someone else's issues. If
it were you you might be the one suing, and the truth is that plain old
emotions can get the better of all of us on occasion.
