[Quietcars] pedestrian accident reports revealing hybrid vehicle involvement

A letter from the Director of New York State's
Department of Motor Vehicles, states that it is not
possible to determine from official reports whether a
car in an accident is a hybrid.  He states that it
would be possible if manufacturers added one more
digit to vehicle identification numbers (the "VIN"). 
Even then though, some filed reports do not even
include the VIN.  All accident reports filed
electronically, about twenty per cent now and growing,
and reports filed via hard copy involving vehicles
registered in NY, include a VIN.  The Director also
indicated that the present requirement is for a
reporting officer to identify up to two causative
factors for each accident reported.
