Pardon my denseness, but does not every auto offer the ddriver the opportunity to beep his horn to alert pedestrians? Perhaps this feature differs by being a repeating and less bold sound?

You're absolutely right; the new Chevy Volt has a driver-activated sound to warn pedestrians. It sounds like a light horn beep. We have reason to hope that the next version will have a "passive warning system," i.e., a sound that is not under the driver's control.
