[rehab] vibrating NFB cane

Hi, all. Lansaw, we were in Atlanta in 2004.  So if it was Louisville it'd 
either be 03 or 05.  I'm surprised the NFB would consider marketing a 
vibrating cane.  It doesn't seem like the type of thing we'd usually go in 
for.
