[rehab] Two Accessibility Jobs in Minnesota

As some of you know we recently got new accessibility legislation 
passed here in Minnesota.  Basically the legislation takes Section 
508 standards and WCAG 2.0 guidelines, and makes them the 
accessibility standards for Minnesota state government.  However, the 
specific standards have to be written and applied to Minnesota 
policies and procedures.  Thus there are two jobs, one with 
Department of Administration, and one with Office of Enterprise 
Technology, see below for details.  This is good legislation and we 
need to get some good people to apply.

Job Description:   Perform advanced professional/technical expert 
project work. Support the development and implementation of 
information technology (IT) accessibility standards in the context of 
the State of Minnesota's procurement and contracting processes, as 
mandated by the 2009 Laws of Minnesota, Chapter 131.

PLANNING. Conduct research and serve as a primary resource to ensure 
a comprehensive understanding of procurement and contracting-related 
issues related to the development and implementation of IT 
accessibility technology standards. Conduct interviews and use other 
information-gathering techniques to understand stakeholders' 
perspectives. Provide content, analytical, and administrative support 
to the legislatively-mandated advisory committee during its deliberations.

IMPLEMENTATION. Once standards have been adopted, implement the 
standards within the state procurement practices in consultation with 
the Office of Enterprise Technology, the advisory committee, and 
Materials Management Division's staff and managers. Develop 
boilerplate language for relevant types of state solicitations and 
contracts. Provide training on new standards to individuals with 
purchasing authority and to those handling contracts. Draft 
procedures and policies regarding complaints and the exception 
process. Develop additional processes as needed to ensure compliance. 
Participate in miscellaneous division activities as assigned, such as 
task forces and special project teams, that enhance the internal 
operation of the division and the department.

Provide efficient, timely, and cost-effective services to customers, 
co-workers and staff through open, prompt and courteous 
communication. Act in accordance with the department's values and 
disciplined business conduct. Promote customer service philosophy, 
measuring impacts on customers before decisions are made. Promote 
accomplishments of targeted group, economically disadvantaged and 
small business goals to create an environment in which these 
businesses are encouraged, supported, and assisted to succeed.


Minimum Qualifications:   To be considered for this position, you 
must have a bachelor's degree or higher in a relevant field of study 
AND experience that demonstrates the following knowledge, skills and 
abilities:

Extensive knowledge of:
- Principles, theories and techniques of acquisition and materials management
- Technology sufficient to identify and analyze issues related to 
access for individuals with disabilities

Skill in:
- Analysis and organization sufficient to manage the development and 
implementation aspects of this statewide project
- Oral and written communication
- Conducting interviews, facilitating meetings, and making presentations
- Negotiating with vendors
- Working in a team setting

Ability to:
- Interpret, apply and communicate state procurement laws, rules, 
policies and procedures to diverse clientele
- Take initiative, be resourceful, and make decisions in a variety of 
situations and circumstances



Preferred Qualifications:   - Knowledge of state procurement laws, 
rules, policies and procedures is strongly desired
- Advanced degree in a relevant field

administer, monitor, measure and implement the accessibility 
requirements of 2009 Laws of Minnesota, Chapter 131, re: equal access 
in technology for Minnesotans with disabilities. Determine statewide 
needs, ensure they are met with appropriate standards, and manage the 
application of ongoing standards. Manage and provide business 
analysis to integrate accessibility standards with procurement 
processes, security requirements, and the State of Minnesota's 
technology architecture. Raise awareness of the program, seek 
feedback, communicate expectations, and report results.

Clientele include state agencies' senior managers and procurement 
staff, k-12 school districts, higher education, local government, 
outside consultants and vendors, and ultimately, information system 
users within Minnesota government entities.



Minimum Qualifications:   To be considered for this position, you 
must have experience that demonstrates the following required 
knowledge, skills and abilities:

Knowledge of:
- Information system professional services sufficient to negotiate 
complete and cost-effective solutions from high quality consultants
- Accessibility rules, standards and products

Skill in:
- Written and spoken communication sufficient to make effective oral 
presentations and write formal documents
- Developing and maintaining effective interpersonal relationships 
with diverse clientele
- Working with vendors
- Developing and managing IT contracts sufficient to manage this
