JOB SUMMARY:
The Extended Care & Rehabilitation Service Line is recruiting for a full
time Supervisory Blind Rehabilitation Specialist. This position is for the
blindness rehabilitation services at VAMC Minneapolis and Veterans
Integrated Service Network (VISN) part of the Advanced Blind
Rehabilitation Outpatient Program (ABROP).
The mission of the Advanced Blind Rehabilitation Outpatient Program
(ABROP) and Visual Impairment Services Outpatient Rehabilitation (VISOR)
Program is the provision of comprehensive, highly individualized patient
instructional programs designed to increase independence and improve the
quality of life for veterans who have visual impairment. The incumbent is
responsible for overall planning, developing, implementing, directing,
evaluating, and continuously updating vision and blindness rehabilitation
services at the Medical Center and for the Veteran Integrated Service
Network (VISN).

Duties

The primary purpose of this position is the overall management of the
Visual Impairment Services Outpatient Rehabilitation Program (VISOR).
Program Management is a fundamental duty of this position and includes
development of program goals, policy and program development and
development and implementation of organizational structure, program staff
supervision and oversight of direct patient care.
* managing all day to day routine operations
* maintaining a screening process to manage, approve, disapprove
applications as appropriate
* ensuring that program waiting list complies with VA requirements
* managing and coordinating patient admissions in cooperation with
other VAMC elements
* developing and implementing the vision rehabilitation experience
for each veteran
* coordinating team meetings for planning and developing program
goals and objectives for the program
* planning for and scheduling veterans within the program
Incumbent collaborates and consults with Medical Center personnel
regarding full assessment and care of the veteran's needs with specialists
such as: physicians, psychologists, optometrists, educators,
rehabilitation therapists, social workers, dietitians, diabetic educators,
and other healthcare professionals vital to maintaining an coordinated
treatment program for veterans with multiple disabilities in addition to
vision loss.
The incumbent provides leadership necessary to maintain an effective and
productive workforce, and ensure a continuous flow and exchange of
information between employees. Specific responsibilities include:
* planning work to be accomplished by subordinates,
* setting priorities and preparing schedules for completion of work,
* assigning work to subordinates based upon priorities, with
selective consideration of the difficulty and requirements of
assignments, and capabilities of employees,
* insuring timely performance of a satisfactory amount and quality of
work,
* giving advice, counsel, or instructions to individual employees on
both clinical and administrative matters,
* identifying developmental and training needs of employees;
providing or making provisions for identified development and
training.
Incumbent has overall responsibility for personnel actions for employees
in the ABROP program:
* Development of staff position descriptions,
* Development of performance plans,
* Management of the performance appraisals process,
* Management of the time and attendance process,
* Discipline and adverse actions procedures ,
* Management of issues related to complaints and grievances,
* Recruitment and selection of new staff,
* Compliance with all related policies regarding equal employment,
labor management agreements, and affirmative action plans for the
employment of minorities, women, and individuals with disabilities,
including making reasonable accommodation to medical and religious
needs of employees and to the prevention of sexual harassment.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
This position requires one year specialized experience equivalent to the
GS-12 level, in the Federal Service. Specialized Experience is directly
related to the position to be filled and has equipped the candidate with
the particular knowledge, skills and abilities to perform successfully the
duties of the position and that is typically in or related to the work of
the position to filled. Specialized experience can be defined as the
experience working in a clinical setting making decisions with great
autonomy, exercising supervision, administrative management, and direction
of professional areas., providing supervision of clinical and/or training
programs, providing overall technical and administrative oversight for
operations, developing, organizing, directing, managing, supervising,
controlling and implementing policies and procedures, overseeing research
programs and making decisions.

Medal holders and Gulf War veterans must have served continuously for
at least 24 months or the full period for which called or ordered to
active duty. Ten points may be granted to the eligible ratings of
disabled veterans; Purple Heart recipients; spouses or mothers of a 100
percent disabled veteran; or the widows, widowers, or mothers of a
deceased veteran.
