Duties

Additional Duty Location Info:

    1 vacancy - Hines, IL

    Assess and develop personal goal-based training programs for persons
    with visual impairment who are teenagers to elderly veterans.

    Implement training programs to help veterans achieve their goals.

    Coordinate veterans' overall blind rehabilitation experiences for
    successful completion.

    VA - A National Leader in the Provision of Blind and Low Vision
    Rehabilitation

    The Veterans Health Administration (VHA) has ten inpatient blind
    rehabilitation centers across the country. Staff at the blind
    rehabilitation centers instruct veterans in the skill areas of
    Orientation and Mobility, LivingSkills, Manuals Skills, Visual Skills
    and Computer Access Training. Other staff include low vision
    optometrists, a staff psychologist, social worker and nursing staff 24
    hours a day, seven days a week.

    Hines' blind rehabilitation specialists provide training for over 300
    veterans annually. Center staff experience the rewarding and creative
    challenge of working with a diverse group of veterans. Staff members
    are exposed to opportunities to grow in their positions by helping to
    evaluate and develop new training programs and new devices.
    Opportunities are available to attend conferences sponsored by national
    organizations in blind rehabilitation.

    Career opportunities in the Veterans Health Administration are
    abundant. In addition to the traditional blind rehabilitation programs,
    VHA has recently announced a three year, $40 million deployment of
    additional outpatient programs emphasizing low vision and providing
    care for veterans close to home. These programs will enhance inpatient
    services and expand outpatient blind and low vision services at
    approximately 1,400 sites nationally where the VHA provides care.

    Competitive Salary

    Blind Rehabilitation Specialist 601 series levels of employment
    Government Schedule Grades -7/9 FTEE salary levels effective January
    2010

    GS-7 $42,508 - $55,264

    GS-9 $51,467 - $63,932

    GS-11 (salary is contingent at the time of promotion)

    Additional Internship Benefits

    During the 2-year training period the internship also provides (in
    addition to salary):

    $5000.00 per year for training and textbooks.

    $5000.00 per year for travel and lodging to attend blind rehabilitation
    conferences and meetings.

    Funds for relocation may be available with certain restrictions at the
    conclusion of the program if the intern is placed at a facility other
    than the training site.

    Federal Employment Benefits

    10 paid Federal holidays

    13 to 26 days of paid annual leave (personal/vacation)

    13 days of paid sick leave per year with no limit on accumulation

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

    Basic Entry Requirements:

    Degree: Major study in an academic field related to the health sciences
    or allied sciences appropriate to the work of the position.

    Degrees should be targeted in one of the following fields/areas:

    Bachelor's degree in the Field of Vision

    Pursuing or possessing a Master's Degree in Blind Rehabilitation from
    an accredited university program. In addition to the basic entry
    requirement must have specialized experience and/or directly related
    education as listed below:

    GS-7 - 1 year of graduate level of education OR superior academic
    achievement OR one year of specialized experience equivalent to the
    next lower grade in Federal service.

    GS-9 - 2 years of progressively higher level graduate education leading
    to a master's degree or master's or eqivalent graduate degree; OR one
    year of specialized experience equivalent to the next lower grade level
    in Federal service.

    Specialized Experience is described as experience in the area of
    rehabilitation training for the blind.
    You must be a U.S. citizen to qualify for this position.
    After appointment, you will be subject to random testing for illegal
    drug use.
    You will need to successfully complete a background security
    investigation before you can be appointed into this position.
    You must meet time-in-grade restrictions by the closing date of this
    announcement.
    Applicants for this position must pass a pre-employment medical
    examination.

OTHER INFORMATION:

    VA Blind Rehabilitation Service at Edward Hines Jr. VA Hospital is
    offering 2 full-time competitive pay internships, in the Blind
    Rehabilitation Center, for professionals with at least a bachelor's
    degree. Interns will participate in a 2-year full-time paid, formal
    training and developmental program under an experienced professional in
    a targeted field. The program is designed to provide interns with key
    skills and competencies to progress to more responsible and higher
    paying positions. Interns who successfully complete the training
    program will be eligible to apply for full-time positions in VHA Blind
    Rehabilitation or may be placed non-competitively in a position.
    Opportunities are available following the internships to pursue VA
    careers through advancement to specialized practice and management
    positions. Upon completion of the Internship Program, students should
    be Academy for Certification of Vision Rehabilitation and Education
    Professionals (ACVREP) certifiable in at least (1) skill area.
