The Department of Extended and Rehabilitation (PM&R) is recruiting for
a full time Blind Rehabilitation Computer Access Training Instructor
(CAT).
The Blind Rehabilitation Specialist âEUR" Computer Access
Training Instructor is a member of the Minneapolis VA Visual Impairment
Services Outpatient Rehabilitation Program (VISOR). The VISOR Program
provides comfortable, safe, overnight accommodations (HOPTEL setting)
for beneficiaries who are visually impaired and requiring temporary
lodging in order to access services provided through the program. The
program offers skills training, orientation and mobility, and low

The Blind Rehabilitation Specialist âEUR" Computer Access Training
Instructor is a member of the Minneapolis VA Visual Impairment Services
Outpatient Rehabilitation Program (VISOR). The VISOR Program provides
comfortable, safe, overnight accommodations (HOPTEL setting) for
beneficiaries who are visually impaired and requiring temporary lodging
in order to access services provided through the program. The program
offers skills training, orientation and mobility, and low vision
therapy.
The Blind Rehabilitation Specialist (CAT) is responsible for
functioning as a full member of a Rehabilitation Team. The team is
responsible for the total rehabilitation process of their assigned
patients. This includes: evaluating patient needs, counseling,
developing an individualized treatment plan, and recommending
prosthetic issuance. Assists research on evaluating new technology,
provides cross training instruction for other blind rehabilitation
specialists in low vision and blindness, and develops instructional
material that can be utilized by any member of the team.
Responsible for providing evaluation, assessments, and instruction for
visually impaired and blind veterans. Evaluates the veteran's
readiness and ability to learn, level of adaptive technology skills,
and provides instruction with the devices. Must be able to provide
instruction in typing (both manual and electronic), instruct in both
oral and written communication, and adaptive listening and recording
devices. The incumbent must keep abreast of the latest technology and
instruction related to the computer access technology. The CATS
instructor will also recommend appropriate prosthetic devices to be
issued in accordance with national and local VHA standards and
guidelines.
The CATS instructor will train and teach strategies for environmental
modifications, input and output modifications dependant on the
veteran's ability to learn adaptive software. They will be able to
assess and provide documentation regarding progression of the
rehabilitation goals to the veteran, family, and VISOR team. They will
be required to develop a five day program for veterans to come to the
VISOR HOPTEL to receive training at a minimum on keyboarding, Zoom text
and Guide.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
At the GS-11 level, must have at least one year of specialized
experience equivalent to at least GS-9. Specialized experience is
experience which is directly related to the position to be filled and
which has equipped the candidate with the particular knowledge, skills,
and abilities to perform successfully the duties of the position. If
education is to be substituted for experience, transcripts must be on
file in the official personnel folder (OPR) or submitted with
application in order to receive credit. To be filled at the GS-11
level.

This is an Excepted Hybrid Title 38 Position.
Orientation and Mobility and/or low Vision Certification(s) are
preferred, but not required.
To qualify based on education, submit copy of transcript or list of
courses with credit hours, major(s), and grade-point average or class
