NATIONAL CENTER FOR LEARNING DISABILITIES POSITION DESCRIPTION
TITLE: Public Policy Associate
DEPARTMENT: Public Policy
LOCATION: Washington, D.C.
REPORTS TO: Director of Public Policy

BASIC FUNCTIONS:
To serve as policy associate in the public policy program, which is charged with developing policies and engaging advocates to strengthen educational rights and opportunities. The policy associate provides full-time leadership, coordination and support to influence federal policy and legislation on behalf of individuals with learning disabilities.
KEY RESPONSIBILITIES:
The individual will have ongoing responsibility to:
· Manage federal policy initiatives including legislation, regulations, guidance, and Hill/other external outreach related to key policy issues impacting children, youth and adults with learning disabilities.
· Monitor, track and analyze federal legislation affecting students who struggle to learn and individuals with LD to make recommendations to NCLD’s Public Policy Committee on NCLD’s support, opposition or other positions related to pending legislation.
· Represent NCLD on Capitol Hill, with federal agencies, consortia and national organizations as directed by the Public Policy Director.
· Collaborate with the NCLD staff and consultants to plan and implement communications and outreach efforts related to Public Policy, as well as provide content for online publications: write, edit and coordinate NCLD policy and advocacy information for the On Capitol Hill section of LD.org including the legislative action center. Coordinate and write legislative updates, action alerts, blogs, and other policy communications.
· Coordinate with NCLD staff and consultants on Hill and other external events, writing proposals, budget tracking, Board communications, advocacy training, policy workgroups and other policy-focused work as directed by the Public Policy Director.
· Manage interns and oversee the completion of their work.
· Participate in monthly staff meetings.
REQUIREMENTS
· Minimum bachelor’s degree
· Minimum 2-4 years federal policy experience
· Desire to advocate for children, adolescents and adults with learning disabilities
· Excellent leadership and problem-solving skills
· Outstanding written and oral communication skills
· Ability to work as part of team, but complete independent work as necessary.
IDEAL EXPERIENCE:
· Minimum 2 years with a U.S. Congressional office (emphasis in education/special education preferred)
· Excellent research and organizational skills
· Knowledge of [learning] disabilities and/or disability policy issues highly desirable
· Knowledge and experience in event planning
· Strong computer skills and experience managing Web-based delivery of information, social networking a plus
· Ability to communicate clearly and persuasively in group meetings and other collaborative settings
