Duties

Additional Duty Location Info: 1 vacancy - West Palm Beach, FL

The incumbent functions as a full member of the Rehabilitation Team 
providing Living Skills Instruction to veterans who are totally blind 
partially sighted or multiply-impaired.  Evaluates patient needs, 
counseling, develops individualized treatment plans, implements the plan, 
and recommends prosthetic issuance.  Assists the Blind Rehabilitation 
Center in evaluating new technology, provides and participates in cross 
training instruction for other Blind Rehabilitation Specialists and 
develops instructional material that can be utilized by any member of the 
Team.  Assess patient's background, interest, future plans, motivation, 
needs, and capabilities for training with regards to the Living Skills 
discipline. Teaches veterans who are blind and visually impaired to 
effectively use their other sensory skill and adapts traditional 
strategies in order to meet veteran's needs. The incumbent evaluates with 
other team members and ancillary staff as needed, the patient's mental 
ability, visual functioning, tactual perception, memory, literacy, study 
habits, capabilities, and overall potential.  The Incumbent develops an 
individualized rehabilitation training plan for each veteran; prioritizes 
rehabilitation training activities consistent with quality care and 
safety. The incumbent implements training plan, continuing to re-assess 
veteran's needs, and learning potential. Demonstrates Living Skills 
prosthetic devices and provides appropriate training prior to issuance. 
The incumbent assists in maintaining an adequate supply of Living Skills 
teaching aids and prosthetic devices; functions as a Team Coordinator for 
veterans assigned and participates in family training. Obtains and 
analyzes statistical data, preparing required reports, letters, policies, 
and paperwork. Prepares lectures and demonstrates Living Skills aids and 
treatment techniques to clinical trainees, family members, community 
agencies, and persons on VA educational details.


Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

Basic Requirements: Degree: Master's Degree in Rehabilitation Teaching or 
a major study in an academic field related to health sciences or allied 
sciences appropriate to the work of the position.

For GS-11:

Certification.  Required at GS-11 and above.

1. Applicants must possess at least one active, current, full and 
unrestricted certification to be eligible for appointment. Certification 
must be granted by the Academy for Certification of Vision Rehabilitation 
& Education Professionals (ACVREP), or another equivalent, related 
professional credential in special education, rehabilitation or health 
care.  If all certifications are impaired, the individual is ineligible 
for appointment in VA.  NOTE:  The ACVREP administers three certification 
programs:  Low Vision Therapy, Orientation and Mobility, and Vision 
Rehabilitation Therapy.  Once certification candidates are approved, they 
receive an official letter of acceptance, a certificate, and a logo pin.

Education: Three (3) years of progressive higher level graduate education 
leading to a Ph. D. or equivalent doctoral degree.

Specialized experience: One (1) year of specialized experience equivalent 
to at least the GS-9 grade level. Specialized experience i experience that 
equipped the applicant with particular knowledge, skill, and abilities to 
perform successfully the duties of th position, and that is typically in 
or related to the work of the position to be filled. To be creditable, 
specialized experience must have been equivalent to at least the next 
lower grade level in the normal line of progression for the occupation in 
the organization.
