A major challenge facing providers of training and employment services to people with disabilities and sheltered employers is the growing demand from policy makers, funders and the disability community for more mainstream and integrated services. You are invited to join GLADNET and its members for this in-depth analysis of the issues facing providers of traditional vocational services in responding to this demand, and the mechanisms available to support organisational and system change. The seminar will be of interest for those working in the sector in developed economies where a key objective is to overcome the legacy of many years of segregated service provision, and to those from developing economies who are interested in establishing new and appropriate vocational services and employment for people with disabilities.
The seminar will be of particular interest to professionals, managers, public administrators and representatives of people with disabilities.
The seminar will highlight the challenges confronting professionals, administrators and organisations in the public, private and not for profit sectors in transforming traditional segregated community rehabilitation and day habilitation programs to advanced integrated employment programming, and provide an overview of approaches to organisational change. Participants will be introduced to organisational assessment approaches to develop a strategic work plan for transformation. Mechanisms to be described include the three dimensions of an environmental analysis (organization, resource, market analysis); quality indicators to support integrated employment outcomes; the link between organisational capacity, community and labor resources and market position; and an online organisational assessment tool to support strategic development.
Thomas Golden is a faculty member of the School of Industrial and Labor Relations (ILR) at Cornell University. He is currently a principal Investigator with the New York State Partner in Policy Making Center and in the New York Makes Work Pay initiative. He has a depth of experience in the field of disability and employment including participation in the Ticket to Work and Work Incentives Advisory Panel, the Work Incentives Support Center and the Center for Educational Achievement and Transition. He is a co-convenor of an online Certificate Program in Benefits and Work Incentives Planning and Assistance and lectures in disability studies and employment.
