Bryan,
That is correct, and hopefully the information provided in these policy
directives and technical assistance circular will help them do a better
job at it, as well as provide their customers with the tools to make sure
they do.  It's a start.

Informed choice doesn't exist if the counselor doesn't tell the client
*all* of the vendors available to provide services.
