SPECIAL NOTIFICATION:  This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

This position reports directly to the Director and is responsible for the coordination of the Division's strategic plan, state plan, administrative reviews, and other regulatory compliance issues; development and coordination of program and customer satisfaction studies; grant writing and management; and development of strategies that enable the Division to effectively deliver services to its customers.

Responsibilities:

 *   Coordinate strategic planning for the Division in accordance with State and Federal regulations.
 *   Coordinate the Division's administrative review process including on-site reviews for compliance with Division policy and State and Federal regulations.
 *   Research, analyze, recommend, and coordinate outreach activities and strategies for the Division.
 *   Act as Project Director in evaluating programs and subjects of statewide interest to determine effectiveness of strategies specific to each program.
 *   Coordinate the development of the State plan to Rehabilitation Services Administration (RSA) which includes content creation, coordination with other staff and the State Rehabilitation Council, solicitation, and response to public input.
 *   Develop methodologies and instruments to measure customer, employer, and vendor satisfaction with the services that Vocational Rehabilitation provides.
 *   Assist with writing and management of Division grants, contracts, and Memorandums of Understanding (MOUs).
 *   Coordinates actions for ensuring that the Division addresses and measures indicators required by State and Federal law.
 *   Supervise several staff members to include disciplinary actions, performance reviews, and scheduling.

Minimum Qualifications:

 *   Master's Degree in Rehabilitation Counseling, Public or Business Administration, and/or a current Certification (CRC) as a Rehabilitation Counselor by the Commission on Rehabilitation Counselor Certification (CRCC), OR Master's Degree in a related field to include but not limited to: Psychology, Social Work, Sociology and Special Education.
 *   An understanding of basic research methodologies, statistics, and evaluation.
 *   An understanding of strategic planning.
 *   Excellent writing skills.
