Well, I can see we probably aren't going to agree on this -- these are state procedures, not Federal.  If it is ok with her agency for her to ask here, it is fine with me.

David, this is true. But that would only be true if this was a federally sanctioned email listserv. But it's not sadly. So come into a public list with strangers asking about federal procedure is not what you do when you are an employee of an agency.
