[rehab] machinist question

hi,

I'm researching the possibility of blind people operating computer numeric 
controlled cnc machines.
I have found examples of this situation in Milwaukee and Seattle but they 
aren't performing the entire job.

the first major half of the job involves reading drawings/blueprints of what 
needs to be programmed for the machine to create the finished part.
Would anyone have thoughts of how this could be done with no central vision?
