Senior Services Specialist for the Blind 3
Independent Living Supervisor
Responsible for the direct supervision of seven rehabilitation teachers, two project specialists and one support personnel.  Interview and recommend for hire rehabilitation teachers, project specialists and administrative support personnel.  Mentor, train, evaluate, and discipline said staff.  Train staff to ensure competent, efficient operations of division, adequate cross-training and job enrichment.  Promote the agency's positive  philosophy of blindness and direct the delivery of independent living services to consumers.
Implement strategies to achieve programmatic goals and evaluate program performance.  Monitor trends in demographics, available
resources, policies and programs, and other factors affecting independent
living needs and services.  Participate in national, state, and regional
conferences addressing independent living issues, particularly as they
relate to the older blind population.
Interpret and assist in implementing federal and state independent living policy. Complete required federal and state reports and collaborate with the Iowa Vocational Rehabilitation Services (IVRS) as well as the Statewide Independent Living council (SILC) to develop a state plan for independent living.  Provide direction and training to the independent living advisory council and assist in developing and carrying out various outreach activities to promote agency services. Participate as part of the agency's management team to assist in implementing state and federal regulations, develop long-term and short-term objectives and performance measures, and review and revise internal structures, policies, and procedures to maximize the quality and efficiency of customer service.

Essential functions:

Budget time and resources.

Project trends, develop performance goals, evaluate results, and take corrective actions.

Communicate effectively (oral and written).

Provide leadership.

Salary range: $ 53,456 - $ 82,659 annually, plus comprehensive benefit package; pay range 32; pay plan 000.

Hours:  8:00 a.m. - 5:00 p.m., Monday - Friday.  Travel required.
Location:  Iowa Department for the Blind, 524 Fourth Street, Des Moines, Iowa 50309-2364.

EDUCATION, EXPERIENCE, AND SPECIAL REQUIREMENTS
Graduation from an accredited college or university and experience equal to three years of full time work in rehabilitation or a closely related field;
OR
an equivalent combination of education and experience substituting the equivalent of one year of full time work experience, as outlined above, for each year of the required education to a maximum substitution of three years.
