The Program Administrator of the Rehabilitation Services Administration
(RSA) is the director of the Designated State Unit which is responsible for
the administration of the state and federal Vocational Rehabilitation
Services and Comprehensive Services for Independent Living Programs. The
Program Administrator is responsible for directing the operations of the
RSA which provides vocational and independent living rehabilitation
services to individuals with disabilities throughout the state of Arizona.
Develops and implements policies and procedures for the administration of
rehabilitation services. Prepares, presents and executes the state and
federal budget. Develops and maintains professional standards for personnel
and service delivery. Directs staff development, planning and evaluation
and development of community resources. Liaison with Federal Office of
Special Education Rehabilitation Services (OSERS) and represents Department
of Economic Security (DES) and RSA with legislature, advisory committees
and community groups.
*KNOWLEDGE OF:* Federal and state laws, and rules and regulations
pertaining to provision of vocational rehabilitation services, independent
living rehabilitation services, and employment support services to
individuals with disabilities; federal and state laws, and rules and
regulations pertaining to personnel management, budget development,
financial accountability, federal financial participation, purchasing
(including contracts, grants, RFP’s, RFQ’s, etc.) and client statistical
and financial reporting requirements; organizational, administrative,
management and supervisory concepts and principles; medical and
psychological aspects of disabilities, rehabilitation counseling and
administration; provision of direct services to individuals with
disabilities; public administration including: management and
organizational principles; principles of budget development and control;
principles of accounting and resource allocation; techniques of data
collection procession and reporting; principles and concepts of statistics
including financial and programmatic data analysis, evaluation and
interpretation; policy and procedures for the work system; federal
financial participation and purchasing ; contracts, grants, RFP’s, RFQ’s.
*SKILL IN:* Work management; leadership; effective writing and oral
communication; public speaking; interpersonal relations with federal and
state agency representatives, Rehabilitation Services Administration (RSA)
staff, community and interest group representatives, and the general
public; statistical and programmatic data analysis, evaluation and
interpretation; intellectual and interpersonal capabilities; planning and
organizing; supervising and managing.
*LICENSES/CERTIFICATIONS: *Bachelor’s Degree from and accredited college or
university in a Human Services related field.
