The incumbent provides direct supervision and oversight of the Vocational
Rehabilitation service delivery and personnel within the Division for the
Visually Impaired. Duties minimally include: interpreting federal and state
regulations and ensuring compliance, developing state plans and goals for
improving employment outcomes for individuals who are blind, visually
impaired and those with secondary disabilities, developing and monitoring
policies and procedures, compiling, analyzing and completing various
reports, and monitoring program expenditures, quality assurance and program
performance.

·         Plans and develops for approval and interprets service delivery
policies and procedures, ensuring compliance with State and Federal
regulations.


·         Provide administrative and management direction to district staff
to ensure quality vocational rehabilitation service, adherence to
qualitative performance standards, availability of case service funds and
current casework forms and related needs.


·         Interviews, recommends on hirings and assists in orientation and
training of staff and recommends and implements strategies for recruitment
of new staff.


·         Develops for approval and maintains Employee Performance
Evaluation Standards and directs completions of employee performance
reviews, employee recognition and disciplinary actions.


·         Assists in achieving cooperative working agreements with public
and private organizations and monitors such agreements.


·         Participates in performance monitoring of rehabilitation
facilities through quarterly reviews of service providers and extended
employment reviews of sheltered employment.


·         Acts as liaison with community agencies and organizations and
state agencies representing the Division of Vocational Rehabilitation at
meetings and conferences and acts as an advocate for the handicapped.


·         Participates in and cooperates with Federal and State audits,
Federal Program Administration Reviews and special studies.

*JOB REQUIREMENTS for Vocational Rehabilitation District Administrator
*Applicants must have education, training and/or experience demonstrating
competence in each of the following areas:

1.   Possession of a Bachelors degree or higher in Rehabilitation
Counseling, Social or Behavioral Science or related field.

2.   Three years experience in health or human services work such
as applying theories, principles, laws and practices of health or human
services programs and services that assist with and improve life for
individuals, families, or communities such as financial support,
employment, unemployment, housing, health care, disease prevention,
substance abuse, child protective services, physical/mental health
treatment and prevention or rehabilitation.

3.   Three years experience in interpreting vocational rehabilitation laws,
rules, regulations, standards, policies and procedures.

4.   Knowledge of program administration such as overseeing and directing
the development, implementation and evaluation of programs and services;
planning and establishing short and long range program goals and
objectives. Providing advice to other agency organizational units through
consultation.

programs, materials and policies, as required.

·         Provides direct supervision to educational personnel and programs
in Division’s itinerant program.

areas of responsibility.
JOB REQUIREMENTS

*Applicants must have education, training and/or experience demonstrating
competence in each of the following areas:

1.   A Master's Degree in educational leadership from a regionally
accredited college, or a Master's Degree in education from a regionally
accredited college and current and valid Principal or Assistant Principal
certificate from another state, or a Master's Degree in any field from a
regionally accredited college and successful completion of a Delaware
approved alternative routes to certification program for school leaders.

2.   A minimum of three (3) years teaching experience with the visually
impaired.

SUMMARY STATEMENT

The incumbent in this position will be responsible for providing itinerant
vision related education services to students in a variety of settings.
Responsibilities include participating in the development of Individualized
Education Plans, the use and instruction of Braille and functional vision
and learning media assessments, adaptations of core curriculum and
instruction in the Expanded Core Curriculum. There is a strong emphasis on
collaborating with families, school personnel, and related service
providers and agencies.

·         Attends mandated meetings concerning the educational needs of the
students and advocates for students’ needs.

·         Acquires and delivers books, adaptive equipment, and administers
appropriate assessments to students and writes reports with
recommendations.

·         Collaborates with school staff, other agencies and families to
provide integrated services that meet the child’s visual needs.

·         Collaborates with families, schools and vocational rehabilitation
staff to prepare students for transition out of school and into post
secondary education or employment.

·         Makes referrals for additional services that may be needed by the
student to address visual needs and to transition into adult life.

Applicants must have education, training and/or experience demonstrating
competence in each of the following areas:

1.   Applicant must meet State of Delaware Department of Education
licensure and certification requirements as Teacher, Special
Education-Teacher of the Visually Impaired, at the time of application or
be able to achieve within the probationary period.

2.   Applicant must be able to demonstrate Braille literacy or hold
Certification in Braille.
