Hi Darla,

The current government shut down may or may not impact whether or not a
state VR agency will need to close categories of service under and order of
selection.  Agencies are still able to draw down funds from their FY 2013
grant through the G5 system where the agencies get their grant money from
the federal government.  Although FY 2013 ended September 30, most VR
agencies have carry over funds that can be used in the new fiscal year which
began last week.  In some cases agencies have a substantial portion of their
FY 2013 grant to hold them over for quite some time.

which is currently closed due to the shut down, so this is freelance, not

Not that I am aware of, though it could be some agencies will go on a Order
of Seclusion which means most severely disabled get served first if money is
tight, etc.  Blindness is usually categorized as such because it is a
sensory loss.
