Job Description

The Iowa Department for the Blind (IDB) is seeking applicants for a position that will provide counseling along with training in the alternative techniques of blindness needed for an individual to make a positive adjustment to blindness and successfully pursue personal and vocational goals.
Duties and responsibilities to include the following:
- Provide VR counselors with information regarding RSA developed standards and minimum levels of performance that must be met for the federal fiscal year. Assures that VR standards and Indicators for the vocational rehabilitation program are achieved each year.
- Review case work assuring that casework and documentation weaknesses are identified and corrected so that records reviewed comply with established federal, state, and agency guidelines.
- Eligibility decisions are timely, accurate, and appropriate; Individual Plans for Employment are comprehensive, timely, and appropriate; and Plans are reviewed at least annually.
- Provide ongoing interpretation of Federal and State regulations and procedures for staff, consumers, and the general public. Explains, justifies and mediates disagreements which occur between VR staff and consumers, their families, other agencies, and interested persons. Serves as first step reviewer in the client appeals process. Investigates and promptly responds to all consumer requests and/or complaints within 24 hours.
- Interview and recommend for hire of rehabilitation counselors, Transition Specialists,  job placement specialists and administrative support personnel. Mentor, train, evaluate, and discipline staff, if needed. Ensures that program reports are submitted to the Rehabilitation Services Administration, develops program policies and oversees the VR program budget.
- Trains rehabilitation counselors in all phases of rehabilitation and Field Operations procedures. Promotes the agency's positive attitude and philosophy of blindness.
- Serves as part of the department's senior management team.
Essential functions
- Knowledge of the Rehabilitation Act of 1973 as amended, Rehabilitation Services Administration rules and regulations, state laws, departmental policies and procedures.
- Knowledge of the rehabilitation process/delivery system.
- Knowledge of and belief in positive and realistic attitudes toward blindness.
- Knowledge of public vocational rehabilitation - its philosophy and history.
- Knowledge of the organizational structure, functions, procedures and applicable regulatory requirements for the organization served.
- Supervisor experience.
- Ability to establish program objectives or performance goals and to assess progress toward their achievement.
- Ability to coordinate and integrate the work directives of subordinates. Adjust to change and work pressures. Remain objective in evaluating facts, situations and circumstances.
- Display high standards of ethical conduct. Exhibit honesty and integrity. Refrain from theft-related, dishonest or unethical behavior.
- Display a high level of initiative, effort and commitment towards completing assignments efficiently. Work with minimal supervision. Demonstrates responsible behavior and attention to detail.
- Express information to individuals or groups effectively, taking into account the audience and nature of the information. Listen to others and respond appropriately.
Preference given to individual's with a master's degree in vocational rehabilitation or a closely related field and four years of work experience in vocational rehabilitation.

Minimum Qualifications

Graduation from an accredited college or university and experience equal to three years of full-time work in rehabilitation or a closely related field.
