[rehab] justification

It's all about the vocational goal and what it takes to reach that goal.  When consumers control the goal, everything falls into place.  This doesn't mean the person served gets everything.  Any service must be logically linked to the goal.  So, if one wants something and cannot demonstrate why that something is relevant to the vocational goal, the rehab counselor and agency may deny the irrelevant request.  Of course, other considerations come into play as well, such as comparable benefits.  Most disagreements happen between consumers and providers of rehab services when either or both disagree or miscommunicate over where the plan is headed, that is, forgetting that the vocational goal drives everything.
