*Job Description:*
This position exists to provide support to the Director of State Services
for the Blind (SSB) by carrying out specific projects designed to build on
organizational strengths while remedying identified deficiencies.
Duties include:
1. Serve as the SSB policy consultant and legislative liaison so that SSB
is effectively represented in legislative processes and is responsive in
the development and implementation of policies.
2. Serve as SSB's primary rulemaker so that needed policy and housekeeping
amendments are identified and guided through the formal rulemaking process
in an accurate and timely manner so that SSB's processes impacting
consumers and vendors are current and supportive of the rehabilitation
process.
3. Serve as the project manager of the Senior Services Redesign Project so
that SSB increases its capacity to serve the influx of aging blind,
visually impaired and deafblind Minnesotans.
4. Lead the SSB Quality Assurance System activities so that SSB's ranking
amongst blind agencies is improved.
5. Manage infrastructure development efforts, including IT, so that SSB
interests are represented and projects are brought to a successful
conclusion.
*Minimum Qualifications:*

3 years of professional work experience performing project management
duties, i.e. administrative rule related in a field serving persons with
disabilities.
Demonstrated knowledge and understanding of the legislative process.
Ability to analyze proposed federal and state legislation and rules
sufficient to provide input to SSB and DEED leadership regarding impact and
policy development.
Demonstrated ability to work independently with minimal supervision.
Demonstrated human relations skills, both oral and written, to be effective
with both internal and external clientele.
Ability to be creative, innovative and persistent.
Intermediate level computer skills in Microsoft Suite applications, i.e.
Excel, Word, Outlook and Power Point.
*Preferred Qualifications:*
Demonstrated knowledge and understanding of the federal vocational
rehabilitation and independent living laws, federal regulations, SSB's
state rule, and practices within the vocational rehabilitation profession.
Demonstrated knowledge and understanding of the Americans with Disabilities
Act, Technology Act,Workforce Investment Act, and related state laws, such
as the Minnesota Human Rights Act.
Demonstrated research, analytical and evaluation skills.
Strong problem solving skills.
Knowledge and understanding of practices within the vocational rehabilition
profession related to blindness.
Excellent program and time management skills.
Ability to understand complex and nuanced information.
Experience moving a bill through the legislative process.
Experience moving amendments through the rulemaking process.
