Job Description:



This position provides advice, information, and direction to the Vocational Rehabilitation and Randolph Sheppard programs (collectively the Workforce Development Unit or WDU) in all aspects of Federal Law, State Rule and Agency Policies and Procedures. Additionally, this position is responsible for monitoring compliance with Law, Rule, and Policy by staff of the WDU. Should a change to Policy of either program be recommended, this position is responsible for all aspects of that change from recommendation to implementation.

Duties:

1. Provide advice, information, and direction to the Vocational Rehabilitation program and the Business Enterprise Program (BEP)in all aspects of Federal Law, State Rule and Agency Policies and Procedures.

2. Utilizing knowledge of law, statute, policy and procedure, provide direction to other professionals through 1.1 and group staff training, development, and direction to WDU staff regarding correct implementation of all policy in both specific and general client- related situations.

3. Provide ongoing guidance and direction in case management, caseload management and all aspects of client interaction for new Vocational Rehabilitation counselors in the WDU Unit.

4. Assess eligibility for services according to Federal guidelines and Unit Policy, minimizing the length of time that passes between the date of application and the date of eligibility determination.

5. Develop and implement a regular, comprehensive case review process to insure objective analysis of case management practices by all WDU counselors.

6. Provide outreach and information to stakeholders, Community Rehabilitation Programs, BEP Operators and vendors regarding the overall progression of the vocational rehabilitation process.

Minimal Travel is part of this job (5%).

Minimum Qualifications:



To qualify, you must have a Master's degree in Rehabilitation Counseling or a closely-related field (e.g., Rehabilitation Teaching, Counseling, Psychology) with graduate-level coursework in counseling theories /techniques.
AND
three years of combined professional experience as a Rehabilitation Counselor, Rehabilitation Counselor Senior, or Rehabilitation Counselor Career which demonstrates knowledge of the appropriate use and application of Federal and State V.R. policy and procedure so that one-to-one counseling, caseload management, development of rehabilitation plans, client assessment, and job placement services are delivered in a timely and cost effective manner.

Knowledge of the Rehabilitation Act of 1973 as amended (34 CRF 361), MN Statute 3325.0100-3325.0490
Knowledge of adult training/learning styles
Knowledge of job search strategies
Demonstrated excellence in counseling and VR casework.
Knowledge of issues related to transition from school to work for individuals who have visual impairments.
Ability to read, research, interpret, understand, and communicate to others, applicable laws, regulations, rules, policies, procedures, and guidelines relevant to the needs of the WDU program, participants and staff.
Demonstrated effective working relationships with customers, rehabilitation counselors and rehabilitation technicians, other staff, other state agencies, community and advocacy groups, related organizations, employers, vendors, and the general public.



Preferred Qualifications:



Professional work experience with persons with visual impairments.

Demonstrated knowledge of the Randolph-Sheppard Act, MN Statute 3321 and the various Policies and Procedure Manuals of the Business Enterprise Program.

Knowledge of vision loss, including the causes of vision loss and the implications for specific employment of the various types of vision loss.

Knowledge of local, state, and national resources available to blind persons.
