Extension of Application Due date:    First, it has come to our attention that the Application Package available through the Education Publication Center website was unavailable for a brief period of time between November 5th and 6th, 2013.  Therefore, RSA is extending the submission deadline by one business day.  The application due date is February 4, 2014 at 4:30 PM Washington, D.C. time. Fourth, there are two forms referenced in the pre-application webinars and in the Application Checklist found on page 136 of the Application Package.  These forms are ED 80-0016, Certification of Eligibility for Federal Assistance in Certain Programs, and ED 80-0014, Certification Regarding Debarment, Suspension, Ineligibility, and Voluntary Exclusion – Lower Tier Covered Transactions.  We learned that ED 80-0016 was inadvertently omitted from the Application Package.  This document is attached and was also posted to www.grants.gov<http://links.govdelivery.com:80/track?type=click&enid=ZWFzPTEmbWFpbGluZ2lkPTIwMTQwMTI4LjI4MTMwNzQxJm1lc3NhZ2VpZD1NREItUFJELUJVTC0yMDE0MDEyOC4yODEzMDc0MSZkYXRhYmFzZWlkPTEwMDEmc2VyaWFsPTE3OTQzMDU5JmVtYWlsaWQ9bm9lbC5uaWdodGluZ2FsZUBlZC5nb3YmdXNlcmlkPW5vZWwubmlnaHRpbmdhbGVAZWQuZ292JmZsPSZleHRyYT1NdWx0aXZhcmlhdGVJZD0mJiY=&&&101&&&http://www.grants.gov>. IMPORTANT INSTRUCTIONS FOR YOUR APPLICATION SUBMISSION:  The form Ed 80-0016 should be uploaded to grant.gov along with the other required documents.  You should be able to add it as an attachment in the "other attachments" section of the online grant application.

Fifth, attached is a "Frequently Asked Questions (FAQ)" document for your review that has been revised as of December 23, 2013.  Please see a new Question #4 that has been added under the section on Program Design.  Also, in the Grant Making Process section, the last question is new.

Finally, we want to remind you of one major update that we wish to call to your attention.  This update occurred prior to the second pre-applicant webinar.  Please refer to the December 4th webinar, slide 21 titled “Highlights from the NFP,” which focuses on the internship requirement at a state VR agency (NFP, (c) (5)).  The attached FAQ (see pages 3-4) also provides clarification as to what agencies qualify as state VR agencies for the purposes of fulfilling the internship requirement.  Below is an excerpt from the FAQ:

"Under paragraph (c)(5) of the NFP, scholars are required to complete an internship at a State VR agency.  State VR agencies are defined in section 101(a) of the Rehabilitation Act of 1973, as amended, and include:

a)      State VR agencies authorized to serve all individuals with disabilities in a state (combined agencies)

b)      State VR agencies authorized to serve all individuals with disabilities in a state except those who are blind (general agencies), and

c)      State VR agencies authorized to serve only individuals who are blind (blind agencies).

"Independent Living Part B and Older Individuals Who are Blind (OIB) programs are run by state VR agencies, and therefore internships in these programs satisfy the requirement in paragraph (c)(5) of the NFP, as long as they provide VR and employment-related services for individuals with disabilities.

"For the purposes of this requirement, CILs, tribal VR programs, and CRPs are considered related agencies.  Therefore, if a grantee cannot place a scholar in a state VR agency, the scholar may be placed in an internship in one of these settings after receiving approval from the RSA project officer, as long as the scholar is involved in providing VR and employment-related services for individuals with disabilities."  PLEASE NOTE: this new information replaces information provided on the November 20 Webinar, which initially suggested that these entities could be considered state VR agencies.  RSA addressed this update on December 4, 2013 and will do so again on January 8, 2014.

Remember, if the grantee is unable to place all scholars in internships at state VR agencies, the grantee must provide sufficient justification as described in (c) (5).  After receiving approval from the RSA project officer, the grantee may then place scholars in related agencies.
