Job Description:
Under the direction of the Commissioner for the Department of Assistive and Rehabilitative Services (DARS), the Assistant Commissioner (AC) is responsible for leading the day-to-day operations of the Division for Blind Services (DBS). The AC for DBS administers and directs Blind Services programs and activities, which include the following programs: * Vocational Rehabilitation Services, * Transition Services, * Blind Children's Vocational Discovery and Development Program (BCVDDP), * Independent Living, * Blindness Education, Screening and Treatment (BEST), * Business Enterprises of Texas (BET), and * Criss Cole Rehabilitation Center (CCRC). The AC interprets federal and state laws, regulations, and department policies and rules relevant to functions within the DARS organization. They develop and implement strategic plans and establish goals and objectives for the division. The AC develops policy and ensures resources are appropriately acquired and effectively deployed in compliance with agency regulations and policies. This position is responsible for ensuring continuous quality improvement of customer service levels and execution of agencies and Health and Human Services Commission (HHSC) goals and guiding principles. The AC will be responsible for participation in activities and meetings with executive staff, elected state and federal officials, and other external entities, as well as other duties as delegated by the DARS Commissioner. The AC for DBS will also coordinate all requirements as the Designated State Unit (DSU) and the State's principal authority on Vocational Rehabilitation of Texans with blindness/visual impairment or related disabilities.
Essential Job Functions:
Provides overall program vision, leadership and strategic direction to the division including managing, planning, implementing, coordinating, and evaluating functions and policies to promote effective program administration and service delivery. 15% Plans, implements and administers diverse programs to meet agency objectives, including making major program management decisions impacting statewide agency operations, other state agencies and large number of consumers and agency resources. 15% Coordinates all activities necessary to carry out all required responsibilities as the DSU. 15% Establishes and maintains the DARS governance process as a member of the senior management team, assisting the Commissioner and other agency executives to devise plans and specific activities to accomplish visionary concepts outlined by the Commissioner and Executive Commissioner of the Texas Health and Human Services Commission (HHSC). 10% Assesses and directs the structure and delivery of functions by defining entities and programs; recommends the scope, content and quality of services to be provided at given funding levels; and coordinates service delivery issues with other agency executives. 10% Provides information and counsel to agency executives and management on functions, trends and impact. 10% Coordinates the development of the division budget and components of the program functions; advises the Commissioner of the status of programs; and makes recommendations for effective and efficient use of resources. 10% Reviews and evaluates impact of proposed federal and state laws on program operations. 5% Makes presentations, provides information, and testifies to the HHSC, legislative offices or committees, other state and federal agencies, and other organizations regarding division programs and services. 5% Completes hiring/selection activities, develops and manages staff through review of performance data, consultation, training, personnel actions and leave authorization. 5%
Knowledge Skills Abilities:
Knowledge of state and federal laws, regulations, policies, rules and requirements related to programs and affective operations of services provided to individuals who are blind or visually impaired. Knowledge of the Texas legislative process; information technology systems; strategic planning; budget, cost recovery, and financial processes; contract management; legal process and business policies and procedures. Skill in providing effective leadership and demonstrated management skills of programs and issues involving diverse staff and stakeholders for DARS. Skill in strategic planning and executing/evaluating complex programs, rules, regulations, policies and procedures. Skill in communications, working with people under pressure, negotiating among multiple parties, resolving conflicts, and establishing and maintaining effective working relationships with internal, external and government entities. Ability to develop, implement, communicate and lead an organizational vision which integrates key federal state and program goals, objectives, priorities, values, and other factors. Ability to lead, implement and balance change and continually strive to improve customer service and program performance within the basic state government framework. Ability to effectively manage competing priorities. Ability to plan, assign and supervise the work of others. Ability to work under stress of pressing deadlines and competing priorities while making timely and effective decisions that produce results. Ability to present information or to testify before executive boards/councils or legislative bodies. Ability in organization-wide oversight in the development, implementation, and compliance with state or federal mandates. Ability to travel up to 40 percent of the time.

Initial Selection Criteria:
Bachelor's Degree with preference in Business Administration, Public Administration, Accounting, Public Health, Health Care Administration, Finance, Economics, Behavioral or Social Science, Human Resources Management, or field related to health and human services. Graduate degree with preference in Business Administration, Public Administration, Accounting, Law, Public Health, Health Care Administration, Finance, Economics, Behavioral or Social Science, Human Resources Management, or field related to health and human services is preferred. Experience presenting information or testifying before executive boards/councils or legislative bodies. Experience in organization-wide oversight in the development, implementation and compliance with state or federal mandates. Experience managing and directing budget and staff for multiple programs at a local, state or federal agency. Experience in developing, monitoring and implementing strategic plans and performance measures.
